Request for Proposals: Communications and Marketing Services – Consultancy

Action Against Hunger Canada is both a Canadian and International not-for-profit that fights hunger and its root causes worldwide. With 40 years of experience Action Against Hunger is a recognized leading organization specialized in addressing hunger and its underlying causes.

Over the years, Action Against Hunger Canada has developed a unique expertise in the areas of Nutrition, Gender Equality and Humanitarian and Development Programming. This has allowed us to develop and implement a range of charitable programmes worldwide and has also allowed us to provide technical consultancy services to clients within the sector. As our volume of charitable programming and professional services increase, the demarcation between the two streams of the organization’s work is critical for the organization’s vision and positioning.

We are seeking the services of a vendor to assist with developing a full scale communications review, audit and design for our organization. The objective of this work is to create a communications strategy and accompanying toolkit which presents the depth, breadth and integrity of our work in eliminating hunger.

We recognize that we need to invest time and effort in clarifying our organizational messaging as well as our unique selling points:

  1. Professional services for Nutrition (SMART nutrition surveys)
  2. Professional services for Gender Equality and Gender Based Violence (GBV) Risk Mitigation Programming.

We want to be able to clearly speak to the challenges we are solving, how we are different from others, and how we work with our partners in a clear and compelling way.

To do this, we recognize we need to invest in building communications strategies for these different areas of work and to produce an organization wide communications strategy.

We anticipate that this engagement will take approximately 12-18 months and will be done in three phases.

DELIVERABLES

Phase 1: Communications and Marketing Strategy for Nutrition
Estimated Timeframe: March to June 2021

Action Against Hunger Canada’s portfolio of nutrition programmes focuses largely on emergency deployment of technical nutrition professionals to emergencies worldwide and providing leadership on the global SMART Methodology initiative, a nutrition survey methodology that provides up-to-date and reliable information on global hunger. The data collected from nutrition surveys is pivotal for decision-making and designing interventions that take into account vulnerable populations’ needs. This is just one way SMART helps organizations worldwide gather and interpret up-to-date, relevant information on nutrition and mortality.

Beyond our portfolio of global programming, Action Against Hunger Canada is one of the “go to” providers of SMART nutrition surveys for clients worldwide.

As we grow our programmes and build out our professional service offerings we are looking for an agency to assist in building a communications strategy recognizing the two streams of work (charitable and professional services) that the organization maintains.
We specifically require:

1.1 STRATEGY & PLANNING for Nutrition

A communications strategy for our nutrition portfolio. This strategy will outline key elements such as (but not limited to) our ideal target audience and corresponding contexts; communication purpose; key messages; media to leverage and respective mediums for communication; and evaluation.

1.2 MARKETING for Nutrition

A content marketing & execution strategy, built upon the communication strategy. This will allow us to promote and market our programs and our professional services.

Phase 2: Communications and Marketing Strategy for Gender Equality
Estimated Timeframe: July – December 2021

Acknowledging the impacts of gender inequality and gender-based violence on the lives of the people we work with, Action Against Hunger is committed to gender equality and the prevention and mitigation of gender-based violence. Action Against Hunger Canada specifically supports the organization around the world to integrate gender equality and gender-based violence considerations into programming and support operations through capacity building and providing support for technical exercises such as gender analysis.

2.1 STRATEGY & PLANNING for Gender Equality

A communications strategy for our gender equality portfolio. This strategy will outline key elements such as (but not limited to) our ideal target audience and corresponding contexts; communication purpose; key messages; media to leverage and respective mediums for communication; and evaluation.

2.2 MARKETING for Gender Equality

A content marketing & execution strategy, built upon the communication strategy. This will allow us to promote and market our gender equality and GBV risk mitigation professional services.

Phase 3: Integrated Communications Strategy for Action Against Hunger Canada global portfolio of programmes.
Estimated Timeframe: January to June 2022

In addition to the nutrition and gender equality portfolios mentioned above, a key area of growth for Action Against Hunger Canada has been an expansion of our humanitarian and development programmes.

As the organization grows these programmes alongside our flagship nutrition and gender equality programming, we recognize the need to ensure that the core of our work continues to be communicated to our multi-stakeholder audiences: the communities in which we collaborate, our partners, our donors and the general public.

3.1 INTEGRATED COMMUNICATIONS STRATEGY & AUDIT for the organization (drawing from the above designed nutrition and gender equality strategies with an inclusion of our broader international assistance).

An audit and communications strategy for the organization. This strategy will outline key elements such as (but not limited to) our ideal target audience and corresponding contexts; communication purpose; key messages; media to leverage and respective mediums for communication; and evaluation.

3.2 MARKETING

Marketing content audit and strategy; an execution strategy for awareness that can be combined with fundraising campaigns; accompanying content assets and marketing materials such as video explainers.

The selected vendor will report jointly to an oversight committee made up of the Executive Director, Director of Operations and the Fundraising Manager and will work in close collaboration with the project management teams designated for this scope of work.

PROPOSED TIMELINE AND LOCATION

The consultancy will take place over the course of 12 to 18 months (between February 2021 to July 2022).

This consultancy will be homebased.

IMPORTANT DATES

February 22: Call Opens
March 9: Deadline for submitting questions.
March 11: Action Against Hunger Canada provides responses to questions.
March 14, 11:59 PM EST: Proposal Deadline
March 15: Selected proposals will move to presentation phase to Action Against Hunger Canada review team
March 22: Contract awarded to successful vendor
March 23, 2021: Project begins

SUBMISSION REQUIREMENTS

In addition to the instructions and additional information for vendors above, proposals responding to this RFP should include:

  • Experience in conducting similar projects. Provide samples of your work.
  • Approach to working with subject matter experts and multiple stakeholders.
  • Approach to project management and how you mitigate risk.
  • Proposed solution for meeting our delivery requirements.
  • Project team members.
  • High level milestones and dates.
  • Three references for which you have conducted similar work.
  • A Financial Proposal broken down into the three phases of work in Canadian Dollars (CAD).
